    "content": "Article 132(4)(d) of the Constitution gives provision of declaring a state emergency when such things arise. It is the prerogative of the President to decide on this, but community social distancing is critically important. That is what has been invoked. This is in line with the decisions of the Cabinet Secretary for Health who has said that the Health Act must be invoked and considered in all health institutions and communities."
