Senators, I wish to bring to the attention of the Senate that on Friday, 20th March, 2020, pursuant to Standing Order No.41(3), the Clerk delivered to me a Message from the Speaker of the National Assembly regarding the passage by the National Assembly of the Division of Revenue Bill (National Assembly Bill No.3 of 2020). The Message, which is dated 18th March, 2020, was received while the Senate was on recess and was transmitted to all Senators on 23rd March, 2020 pursuant to Standing Order No.41(5). Further, pursuant to the said Standing Order, I now report the Message- “Pursuant to the provisions of Standing Orders No.41(1) and No.142 of the National Assembly Standing Orders, I hereby convey the flowing Message from the National Assembly: WHEREAS the Division of Revenue Bill (National Assembly Bill No.3 of 2020) was published vide Kenya Gazette Supplement No.17 of 9th March, 2020 as a Bill to provide for the equitable division of revenue raised nationally between the national Government in the 2020/2021 Financial Year; and, WHEREAS the National Assembly considered and passed the Bill on Tuesday, 17th March, 2020 without amendments in the form attached hereto; NOW, THEREFORE, in accordance with the provisions of Article 110(4) of the Constitution and Standing Order No.142 of the National Assembly Standing Orders, I hereby refer the said Bill to the Senate for consideration.” Hon. Senators, pursuant to Standing Order No.157 which requires that a Bill, which originates in the National Assembly be preceded with by the Senate in the same manner as a Bill introduced in the Senate by way of First Reading in accordance with Standing Order No.139, I hereby direct that the Bill be read a First Time, today, Tuesday, 31st March, 2020. Thank you."
