    "content": "Mr. Speaker, Sir, the ban on mitumba right now is making very many traders suffer. As I speak, there are millions of goods that have been confiscated at the Inland Container Depot (ICD). I have been talking to the management of ICD. Tax had been paid for the goods in March. Therefore, they are serving no one’s interest by being held there. There is a regulation, and that is why Sen. Ledama’s intervention might have been overtaken. This is because the Public Finance Management (PFM) Regulations have been published. In those Regulations, Section 4 (2) talks about the actions that the Committee should actually be pushing for. Fourthly, the transport sector is not able to pay seasonal fee today because of the reduced number of people in the matatus . They are not able to pay the matatu seasonal fee. The eight-seater matatus pay Kshs8,000; 14-seater pay Kshs 36, 050 and 33-seater-- - We ask for the seasonal fee to be suspended for now and there is urgent need for appropriation."
