    "content": "Pursuant to Article 118(1) (b) of the Constitution and Standing Order No.140(5) of the Senate Standing Orders, the Committee in its consideration of the Bill, invited key stakeholders, including the National Treasury, the Attorney-General, the Ministry of Devolution and ASALS, Council of Governors (CoG), donors, Commission on Revenue Allocation (CRA) and the County Assembly Forum, to submit their views on the Bill. The Committee also invited other non-State actors to give their views and the general public, who similarly participated and submitted their contributions.
