I thank the Committee on Finance and Budget led by Senator for Mandera for the proposed amendments, especially on sharing of the Kshs316.5 billion among counties. I will speak to two issues. One, is the issue of Deed of Transfer of functions from Nairobi City County to the national Government. I ask the Senator for Nairobi City County to say what he has said on this Floor many times out there and we will support him as colleagues.
