Members, as you are aware, Standing Order No. 42(2) and (4) of the National Assembly Standing Orders, requires the Speaker to cause transmission of any Message received from a Cabinet Secretary at a time when the House is not in session to every Member and later report such Message to the House at its next sitting. In this regard, on 26th March 2020, I notified you of a Message from the Cabinet Secretary for National Treasury which was received in my office during the recess period regarding his nomination of a person for appointment to the Office of the Chief Executive Officer (CEO) for the National Government Constituencies Development Fund Board. Hon. Members, pursuant to the provisions of Section 20 of the National Government Constituencies Development Fund Act (No. 30 of 2015) and Regulation 4 of the said National Government Constituencies Development Fund Regulations of 2015, the Cabinet Secretary (CS) is asking the House to approve the appointment of Mr. Yusuf Mbuno for the position of Chief Executive Officer (CEO) of the National Government Constituencies Development Fund Board."
