Speaker, I beg to move the following Procedural Motion: THAT, pursuant to the provisions of Standing Order 30(3b), this House resolves to hold another Sitting today Tuesday, 14th April 2020 after the 2.30 p.m. Sitting. The House Business Committee - which you chair - in its meeting earlier today resolved that the House has this important Sitting. The purpose of this second Sitting is to limit the number of sittings of the House per week considering the COVID-19 pandemic worldwide. This Sitting will enable the House to conclude crucial business before the House as it is appearing on the Order Paper today, and thereafter adjourn until next week. Hon. Speaker, under your leadership this morning, we have agreed that we should deal with the matter today so that we can have a full day sitting every Wednesday morning from next week. Every week we should meet once until we are sure that the safety and the health of our Members is okay. Hon. Speaker, you have seen the kind of work that is before us. This is legislation from what the Committee on Delegated Legislation is doing and what the Departmental Committee on Finance and National Planning has been subjected to in the tax laws. I am sure within the course of today, the Cabinet Secretary for Finance and National Treasury will send the Supplementary Estimates. Hon. Speaker, somebody somewhere said that Parliament is dead. So, I told him that he can only say that his House is dead. I also asked him to watch this afternoon - and I hope he is watching from wherever he is - because based on what we have today, it tells you that all that the President said can only be implemented by this House. In fact, it is now that Kenyans are seeing between the two Houses, which one is dead, upper and lower. I mean, people met the other week and they just said nothing. I ask the Chair of the Departmental Committee on Health to give us updates every week. If the Chair of the Departmental Committee on Finance and National Planning, Hon. Limo, is here, his Committee has to deal with the Tax Laws (Amendment) Bill. I am sure Hon. Ichung’wah, Hon. Mbadi and Hon. Makali Mulu are waiting for the Supplementary Estimates. I am sure our colleagues in the Committee on Delegated Legislation, led by Senior Counsels, Hon. Shamalla, Hon. Shollei and the rest, are doing good work. I have tabled more documents. We have agreed that we will have two Sittings today so that we deal with what we have before 4.00 O’clock. We will then take a break for five or 10 minutes because there is no place where we can go and take tea. You can drink your water and come back after five or 10 minutes. We will then go to the Second Sitting, finish and come back next week. The Motion for the alteration of the Calendar will come in the second Sitting. If we approve it, we will have time to deal with many other matters. There is the matter of the Teachers’ Service Commission (TSC) and the National Government Constituencies Development Fund (NG-CDF) committees.
