    "content": "There was no public participation. The reasons for this are given in the explanatory memorandum which is attached to the statutory instrument. Due to the nature of the law before the House, the timeframe and the circumstances, the Committee was persuaded that it was not necessary to have public participation. Having been satisfied that the statutory instrument, that is the Value Added Tax (Amendment of the Rate of Tax) Order, complies with the Constitution, the Interpretation and General Provisions Act, the Value Added Tax (VAT) Act and the Statutory Instruments Act, the Committee recommends to this House to approve it."
