    "content": "I want to go back to these regulations. I wish to state that under very unusual and extraordinary circumstances, we request this Report to be adopted. The regulatory authority did not submit the process to public participation. In order to satisfy this requirement, Parliament, through the Clerk of the National Assembly, put an advert in the local dailies inviting interested members of the public to submit written memoranda regarding the Order. By close of business on Monday, 6th April, the Office of the Clerk had not received any memorandum relating to this particular regulation.
