    "content": "Let me start by first congratulating the Committee on Delegated Legislation. I was interviewed by one of the media houses yesterday. From that interview, I realised that many people whom we expect to be informed do not understand the workings and operations of Parliament. More importantly and surprising is that even the functions of legislature are not understood properly. It is the duty of the Executive to govern a country. It is our duty to oversee it in its execution of the governance function. It is the duty of the Executive everywhere in the world to come up with proposals, policies and guidelines on how to move the country forward. Our role as Parliament is to take care of the interest of the public by evaluating the same and agreeing, rejecting or amending. What the Committee on Delegated Legislation and other committees are doing is what the public needs to understand. That this House, as a plenary, only adopts the Reports of the Committees, which act as technical teams for the House. Hon. Speaker, following the declaration of Coronavirus (COVID-19) as a global pandemic and the intensification of measures intended to contain the spread of this infection, the adverse effect on the economy is already being felt. We are not alone in this crisis. It is a global crisis that requires every country to look inwards for a homegrown solution. You cannot copy and paste. We have to define our own solution in terms of trying to mitigate the crisis at hand. It is expected that the economic downturn will be worse than anything ever witnessed, including the financial crisis experienced in 2008. As I said, governments across the globe have come up with various fiscal and monetary measures to mitigate the impact on households and businesses. On 25th March 2020, our President outlined a number of measures aimed at cushioning Kenyans against the effects of COVID-19.
