    "content": "I want to add one point to what has been said by my colleagues so that we do not repeat what has been said. The issue my Chair, Hon Ichung’wah, is raising is targeting. We will lose about Ksh49.5 billion as a result of this move. The question we want to ask as Kenyans is that if we reduce the price of an item by Ksh2 as a result of this, and the Leader of the Majority Party buys that item, and a voter who lives in Kibera buys the same item at the same price, would it have the same impact if the money had been targeted to the person in Kibera compared to when it is targeted to Hon. Mbadi? The economists in the National Treasury must do their work. The issue here is targeting. We would rather get the Ksh49.5 billion and provide basic requirements to people in Kibera, Mukuru Kwa Njenga, and in the rural settings, who we have already said are vulnerable. In that case, we will be helping Kenyans. But when we have a general rule like this one, where even you will benefit from that move, we are not doing justice to this country.
