    "content": " Hon. Speaker, I rise to support the Motion. At this juncture, I, too, want to thank His Excellency the President of the Republic of Kenya, the Government of Kenya, all health workers, all volunteering people and organisations and, especially, nurses. I recognise nurses as being the frontline soldiers on this battle against Covid-19. The Report states more specifically, on page 4: “I wish to point out at this stage that the Committee on Delegated Legislation held a meeting immediately on 2nd April 2020 to consider the draft regulations and sent various concerns to the National Treasury for incorporation into the final draft before publication. Even though the Treasury responded to the Committee on the action taken regarding the concerns raised by the Committee, it is noteworthy that the regulations had already been published.” Most importantly, we must recognise that fundamental values and principles enshrined in our Constitution as well as laws must always be upheld. We must be reminded that all persons and institutions are subject and accountable to the law. With those few remarks, I second."
