"content": " Hon. Speaker, I will take very few minutes. First, I want to thank the Committee for a job well done. This shows that the only person who can set up a fund under the PFM Act is the CS for the National Treasury. This Fund has a committee led by the CEO of East African Breweries Limited (EABL). Let us speak very candidly. In this emergency, who needs support? The people who need water, healthcare and food on their table are the millions of Kenyans who, for example, walk to Industrial Area every morning and who now cannot access their jobs. Those people do not save. They live from hand to mouth. They leave Kibra, Mathare, Korogocho, Baba Dogo and many other slums and low-income settlements across the country to go and fetch for their daily basic needs. As this fund is being established and the kitty is being financed by the Government, the private sector, well-wishers and philanthropists, we want the Government to start serious food distribution to those settlements. That is where problems will be. As Hon. Kaluma said, for you to benefit from the VAT reduction, first you must have the money. You must have the economic power to buy something. This House must speak with authority on both the tax laws that we are going to deal with and the Supplementary Estimates. The Government must provide basic needs, including food and water to our brothers and sisters who live in the low-income settlements in all urban centres and rural areas. This Fund must be accountable. Every now and then, we establish funds. I remember we established a fund when an oil tanker killed many Kenyans in Sinai. If you ask the victims today, they will tell you they have not got anything. This Fund must be managed well. Major-General Badi must leave his office and go to all these slums. He must provide sanitisers and water. He must make sure that there is daily food ration from both the Fund and the Government, so that during the 21-day lockdown every parent in those low-income settlements has food on the table for his children. Hon. Speaker, we are able to go back to our homes and lock ourselves in. However, for the people who walk to industrial area, and I am sure they are listening to us, they do not know what their next meal will be. I beg to support."
