    "content": "Previously, they were able to go and look for food on their own, but we have now caged them in their various units. Hon. Speaker, I want to thank the Executive for the work it has done so far. The best thing that can happen to Kenya is for us to set up this Fund but with regulations that are going to be used to run it. I call upon all Kenyans and the corporate sector to give provisions for this particular Fund. What is pertinent and very important is the way this Fund is going to be run. It must be done transparently. As we talk and discuss matters this Fund, there are shrewd business people who are thinking of how they will make millions of shillings from it. However, I want to make it very clear that this Fund will be strictly for feeding our people and providing them with essential things like soap. Emphasis should be put on areas in the outskirts of towns and rural communities. We are talking about sanitizers but we should also put emphasis on provision of clean water and basic soap because that is the sure way to kill this virus. So, as our people wash their hands with soap, we also need to give them food. Indeed, they are waiting for our decision and contribution today. I support the work that has been presented by the Departmental Committee on Health. I thank you, Hon. Speaker."
