    "content": " Hon. Speaker, thank you very much for this opportunity. Allow me to speak on behalf of the population that I represent in this country, the Persons with Disabilities (PWDs). I really want to thank the Committee for bringing this matter forward. I also thank the Government for this rare chance of bringing together a Covid-19 Emergency Fund that is going to look into vulnerable groups. Hon. Speaker, the over six million Kenyans with disabilities are really looking upon this Fund to feed and provide essential services for them. For a long time PWDs in this country have been neglected. The situation is the same even now as we face this crisis. The PWDs from Turkana to Isebania are not heard during this pandemic period. I am happy that the Government, for the first time, has good intentions for the PWDs who are otherwise neglected. It is a matter of accountability. At the end of the day, what our donors and partners want to see is how this Government is going to treat its most vulnerable populations. Every Kenyan in this country from Simbilei, Migori or Isebania where I come from wants to benefit from the Fund. Our people have sent us to voice their concerns. This Fund must benefit the diverse vulnerable populations of this country. I urge the committee that is going to run this Fund to ensure that everybody in the rural areas benefits. Even as we look at the issues concerning this Fund, it is important to note that there is an increase in the number of cases of violence against women. There is an increase in cases of neglected PWDs. These are things which need to be addressed. I really want to thank the President because already PWDs have a Fund that is going to look after them. Already, chiefs and other law enforcers at the grassroots are currently enumerating vulnerable persons in this country. Those are the people we must ensure benefit from this Fund. Allow me to support fully."
