I beg to move the following Special Motion: THAT, taking into consideration the findings of the Departmental Committee on Education and Research in the Report on the vetting of nominees for appointment to the Teachers Service Commission, laid on the Table of the House on Tuesday, 14thApril 2020, cognizant of the provisions of Articles 250(2)(b) and 259(11) of the Constitution and pursuant to the provisions of Section 8 of the Teachers Service Commission Act, 2012, this House rejects the appointment of the following persons as members of the Teachers Service Commission: 1. Mr. Mbage Njuguna Ng’ang’a; and, 2. Ms. Leila Abdi Ali. The Committee sat and listened to the nominees. You have given me only four minutes, but I have a lot of details. I want to summarise by saying that pursuant to Article 252 of the Constitution, the nominations were conveyed to the Departmental Committee on Education and Research for vetting. Aware that the House was scheduled to go on recess on 19th March 2020, the Speaker directed the Committee to conclude the vetting exercise and table its report by Wednesday, 18thMarch 2020. On the vetting issues, in compliance with Section 6(9) of the Public Appointments (Parliamentary Approval) Act (No. 33 of 2011), the Clerk of the National Assembly placed an advertisement in the print media on Thursday, 5th March 2020, inviting the public…"
