"content": "Yes, let me just go straight to the recommendations and issues that arose. On Ms. Leila Abdi Ali, a number of issues came up. One, she could not produce her certificates on the vetting day, especially Standard Eight, Form Four and university certificates. She was given time and those certificates were finally produced. Issues that came up were especially on her qualifications and understanding of the workings of Teachers Service Commission (TSC). Let me just go straight to the serious issues that came up. One, Ms. Leila Abdi had dual citizenship. She was born and brought up in Mogadishu. She also had British citizenship. Two, she had been naturalised as a Kenyan. On employment history, she showed a lot of inconsistencies. At one time, she worked at Kenya Revenue Authority (KRA) and, at the same time, she was in London. Three, on her professional record and when we tabulated the years, it could not actually add to the minimum of 10 years required. Hon. Speaker, on the procedure used to arrive at Mr. Mbage Ng’ang’a’s decision, he gave us a detailed curriculum vitae. However, he had no clue on the workings of the Teachers Service Commission as he did not understand the questions that he was asked during the vetting process.
