    "content": "We fashioned the section that deals with the hiring of a County Secretary to tally together with the other existing provisions of the County Governments Act. In the interest of time and to ensure that we address the business that is in the Order Paper, this is a Bill that we had discussed and passed. We are the ones who suggested the changes that are there. The National Assembly suggested a few and there was a consensus. I do not think we should spend more time because we are not reopening debate on the Bill as it is."
