"content": " Thank you, Hon. Speaker. I think technology is very unfriendly to me because I wanted to read Article 187 of the Constitution. Article 187(2) that the Members are referring to says: “If a function or power is transferred from a government at one level to a government at the other level- (a) arrangements shall be put in place to ensure that resources necessary for the performance of the function or exercise of the power are transferred.” My understanding is, if we do not transfer, we are not actually following (a). If we follow the Senate route we are not obliging (a). On the other hand, we have (b) that says: “constitutional responsibility for the performance of the function or exercise of the power shall remain with the government to which it is assigned by the Fourth Schedule.”"
