    "content": "Mr. Temporary Deputy Speaker, Sir, this is not a private institution; it is a Government institution that will serve Kenyans. Mr. Temporary Deputy Speaker, Sir the Budget for this year was read here by the Minister. We are not going to touch the money. We should just pass the Bill and the issue of money will be dealt with in the next financial year. We have many outstanding issues which have not been solved. We passed a Bill here last year and there was no money. When money is available, what the Bill provides for will be funded. Mr. Temporary Deputy Speaker, Sir, I wanted to say that with all those problems and financial difficulties, Kenya needs an adequate health care, and the best way to start it is to actually come up with institutions. We just spend millions of shillings and we are now spending billions to buy contaminated maize. Why can that money not be diverted and used to save the lives of those who are about to die instead of buying the contaminated maize, which nobody knows where it came from? We will keep on spending money on unnecessary things; this institution is very important and I am not trying to discourage those who made their suggestions here. So, Mr. Temporary Deputy Speaker, Sir, this institution is very important, and once, again, I want to say that the issue of Article 10 on where it should be based should be removed and we go ahead. Mr. Temporary Deputy Speaker, Sir, I have been interrupted so many times that I have even lost the points I wanted to raise here. With those few remarks, Mr. Temporary Deputy Speaker, Sir, I beg to support. Thank you, Mr. Temporary Deputy Speaker Sir."
