    "content": " Thank you, Hon. Temporary Deputy Chairman. As Hon. Musimba and my brother, Hon. Makali, have rightfully put it, this particular Railway Levy Fund was there to ensure that this country does not get burdened by its debt. I would have appreciated that if this had come with an auspice that thereafter, the railway will return the money back to the Railway Levy Fund. We are simply using COVID-19 to say that we now need to run that railway line. The reason we are saying that is because there is an amount of money that has to be paid to a certain company every single month. So, we need to be careful in how we word laws in this country."
