"content": " Thank you, Hon. Temporary Deputy Speaker. I am a member of the Budget and Appropriations Committee. We worked on Monday and Tuesday. In both days, we worked from 8.00 a.m. to 5.00 p.m. without breaking for lunch. Remember that we are doing this at a time when our mouths are covered. It is very uncomfortable, but we still managed to meet and talk like we are doing here today. I also want to support the sentiments by my colleagues; that the work and function of Parliament and more particularly, the National Assembly, is to appropriate funds, provide oversight and legislate. This is the right time for those who have been asking what Parliament has been doing to know that. I want to let them know that it is through Parliament that money has been provided to enable us have enough food. We cannot afford a food crisis when we have a health crisis. We have provided funds to make sure that we have strategic food reserves in this country. We have also provided funds to help support our lecturers even though that is not directly linked to COVID-19. It is an agreement that was made. A sum of Kshs6.6 billion has been provided to that effect. The same goes for teachers.
