    "content": " Thank you, Hon. Speaker. I rise to support the Report by the Budget and Appropriations Committee. First and foremost, I thank them. The Budget and Appropriations Committee, the Departmental Committee on Finance and National Planning and the Committee on Delegated Legislation went out of their way to sit at these extraordinary times to deliver extraordinary reports. It is for this reason that as a House, we, must finalise what they have done today. Kenyans are waiting to see the results of our work, and especially there being hue and cry that Parliament was not rising to the occasion because of the pandemic."
