    "content": " Thank you, Hon. Speaker, for giving me an opportunity to add my voice in supporting the Report of the Budget and Appropriations Committee. Hon. Speaker, Members have spoken about the lack of focus by the Supplementary Budget on COVID-19. I want to highlight why they are saying that. We do not expect a country like Kenya, in the 21st Century, and after many studies, to refer to the area managers and assistant chiefs to locate the vulnerable in the society.
