"content": "This Bill is a testament and testimony of our cardinal constitutional function as provided for in Article 95 of the Constitution, which is to resolve issues of concern to the people of this great nation. That is the difference between us and our colleagues in the Senate. These measures can only be done by this House. The Supplementary Budget can only be done by this House. For those reasons, and amidst the COVID-19 pandemic and the huge challenges it has presented by threatening even the economy and the very livelihood of our very hard-working citizens, today, this House stands to ensure that we put in place measures that shall keep Kenyans of all walks of life safe and moving. I am proud of the National Assembly because we have stood to be counted during these difficult times."
