    "content": "Mr. Deputy Speaker, Sir, I would like us to look at paragraphs 14 and 15 on page 13. That is where the Kenya Medical Research Institute (KEMRI) and the issue of Dr. Lutomia come. They observe that the time of dismissal is wrong and has significant impact on the morale and motivation of staff. It is unclear whether procedures and administrative processes were followed.
