    "content": "That pursuant to Standing Order No. 189, the Senate approves Sen. Seneta, MP to replace Sen. Sakaja, MP, to serve in the Standing Committee on National Security, Defence and Foreign Relations. Mr. Deputy Speaker, Sir, I do not want to say much. Most of these persons have served in various Committees and some sat in the respective Committee before. What is notable is to ensure that our responsibility as the Senate Majority Leader and Senate Minority Leader is to distribute responsibilities across the board, based on the weight of other responsibilities that other Members already have. We felt it was time for a few changes to be made in the County Public Accounts and Investments Committee (CPAIC) and the Senate Committee on Delegated Legislation in the best interest of the Senate. I request and this should go on record that if you are going to be a Member of this Committee--- I know, for example, that CPAIC takes a lot of time. We should not be ashamed to replace these Committees midway if we find that there is any individual who is not committed to participating in the process, because we are behind schedule. Lastly, on the Committee on National Security, Defence and Foreign Relations, Sen. Sakaja, on his own volition, requested that he be replaced in that Committee to allow him to also concentrate on a Committee that he chairs. You can also see he is now chairing the Ad hoc Committee on COVID-19. Once we wrote to the Speaker, it was incumbent upon the Senate Business Committee (SBC) to work towards getting a replacement for him. I beg to move and request the Senate Minority Leader to second."
