    "content": "Pursuant to Standing Order No. 44(2)(c), I wish to request for a Statement from the Chairperson, Departmental Committee on Administration and National Security, regarding violation of human rights in the country during the Coronavirus pandemic period. Following the outbreak of the Coronavirus disease which is commonly referred to as COVID-19 worldwide and the declaration of the World Health Organisation (WHO) of the outbreak as a pandemic, Kenya has given the police force heightened public order powers to implement restrictions for management of COVID-19. These rules are contained in the Public Order Act. They give the police force unprecedented powers of detention, arrest and fining. Aside from this formal system, the police have also arbitrarily used corporal punishment and teargas without any perceptible threat. It is against this background that I seek a Statement from the Chairperson of the Departmental Committee on Administration and National Security to address the following issues:"
