"content": "Mr. Temporary Deputy Speaker, Sir, I think that is a very big question. I wish the hon. Member could ask a specific question with regard to his constituency. That is because part of the delay has nothing to do with the creation of new administration units. In his case, I think it has to do with the candidates coming forward. We prefer to have, at least, a minimum of three candidates to come forward. We also prefer that they meet the necessary qualifications and where no candidate meets the required qualifications, the second time, we try to make adjustments so that we can ensure that the chief is appointed. But there are many causes for delays, some of which I must admit have to do with hon. Members representing their people. They would come forward and say: âLook, we want this delayed because some of the candidates who presented themselves may not be suitable.â Those are some of the reasons!"
