    "content": "Mr. Temporary Deputy Speaker, Sir, we realized that although registration was mandatory, the Government decided that this year’s candidates had to be registered, but it was not possible. Therefore, there was an allowance that candidates could be registered awaiting the issuance of certificates by the end of today. As far as we know, students could have been registered. All that is left is for the department to finalize the issuance of the remaining certificates in places where they have not been given out."
