    "content": "involving the Ministry of Labour and Social Protection, the Ministry of Health and the Ministry of Interior and Coordination of National Government. However, after a meeting between the Committee and the State Department of Social Protection, the Cabinet Secretary undertook to address and report back to the Committee within a week. Consequently, I commit to get back to the House on this aspect by Wednesday, 6th next week to address the House on the same. In the meantime, it was agreed that for the State Department, no payment will be made from that allocation until the grey areas are addressed. For the information of the House, the gaps identified by the Committee are, first, the criteria used to identify 108 beneficiaries in informal settlements in Mombasa, Nairobi, Kilifi and Kwale and the need to involve area leaders and to use the existing structures such as the constituency social assistance committees. The second one is the amount allocated to the pilot stage of the programme and thirdly, the timeframe for the pilot stage given this is an emergency time. The last issue is the list of the beneficiaries and the amount to be paid to each, the way forward on the rollout of the counties, and the role of each agency in the multi-agency approach among others.
