"content": " Thank you, Hon. Speaker. I agree that this programme has gaps and challenges. However, coming from the card-based payment system to account-based payment system, there is improvement. As you have rightly put, I will organise for a meeting with the Members and invite the Cabinet Secretary to come and hear from the Members what he can improve on. Hon. Speaker, I promised to come and share with you on 6th May about the Kshs10 billion, a one-time pay off for the impact of COVID-19 on the elderly. The other programme is running well. It has only a deficit of Kshs3.9 billion. If we get the Kshs3.9 billion, I want to assure the House that the 66,000, people who were left out in the process of migration, will be brought on board. Finally, I will invite the Minister next week on Tuesday and then communicate to the Members, so that we can have a meeting and sort this problem once and for all. Thank you."
