"content": "The Budget and Appropriations Committee and its Chairperson do not have any interaction with Ministries, Departments and Agencies (MDAs). They interact with Departmental Committees. When they interact with the Ministry of Energy and they are satisfied that the audit has been done and they are okay with the payment… Hon. Chairman, since the Annual Estimates have just been tabled, there is a similar issue relating to a payment of Kshs1,000,000,081 under the Ministry of Information, Communication and Technology (ICT). The most logical thing is to process these things with the Annual Estimates and have them approved together."
