    "content": "The letter that had been given to Mr. Mbuno was only holding brief until a substantive CEO would be appointed. Therefore, there is no law that stops a person serving in an acting capacity, from applying to be considered for appointment as a substantive holder of that same office. If he is blamed for the length of time he has served in an acting capacity, it will be wrong. We can only count this as an opportunity for all of us and especially the Select Committee to have known this nominee better. Therefore, without much ado, because we understand the kind of nominee we are talking about, I request the Members that, in all fairness and justice, we adopt the Report of the Committee so that Mr. Mbuno serves as the substantive CEO.
