    "content": " On a point of order, Mr. Speaker, Sir. If there is a provision in the Constitution that is clear on the power and authority of the Senate, it is on the question of the generation of the formula. Every other action that is taken by other organs of State is dependent on the resolution of the Senate. If the Senate is not clear on that resolution, then every other action that follows consequentially is not based on a material that has been properly considered by the Senate. I believe that in times like this, when the county governments are being put against the wall on what they are doing about many challenges, and at the end of the day the question of the sharing of revenue and what goes to the counties is central--- We cannot proceed without abiding by that constitutional provision."
