"content": " Hon. Deputy Speaker, I rise to second the Leader of the Majority Party, who has ably moved the Second Reading of the Public Finance Management (Amendment) Bill (National Assembly Bill No. 2 of 2020). I will not repeat what he has said. Basically, that is it. The objective is to allow the Parliamentary Service Commission to come up with any fund which it considers suitable to carry its mandate for the purpose of serving Members in the best and most efficient way possible. The Public Finance Management (Amendment) Bill was published on 4th March 2020. It was read for the First Time on 17th March 2020. Subsequently, this was published in the print media on 20th March 2020 for the purpose of ensuring that all the people of Kenya are given a chance to make comments in line with the public participation requirement, which is key in the Constitution of Kenya, 2010. We did all the processes which are required by the Constitution as appertains to public participation. By the time the time allocated for public participation elapsed, there was no memorandum received. That means no person in this country had any objection on the Bill. At the same time, as we were tabling our Report on 29th April 2020, we had not received any comment from the National Treasury and Planning although we wrote to them to give us their comments. Therefore, it is deemed that the National Treasury equally had no objection. Therefore, our Report was tabled as per the requirements. This Bill, once enacted, will give flexibility to the Parliamentary Service Commission to set any fund, not limited to the catering facility fund. The Commission can set up any other fund which will ensure that Members are served in a special way; in an efficient way, and not a special way. What is important in any fund is accountability. This is a House of records. This House is in charge of oversight. In case all what is deducted from the Members of Parliament, be it for catering or the health club, is not accounted for properly, this House will be responsible."
