    "content": "Hon. Members, I have a Communication to make. You are aware that the Second Reading of the Public Finance Management (Amendment) Bill (National Assembly Bill No. 2 of 2020) is scheduled to commence this morning as Order No. 9. Before the Bill is considered for Second Reading, I wish to bring to the attention of the House the following information. I have since received a letter from the Leader of the Majority Party, requesting my consent to withdraw Clause 3 of the Bill. In this letter, the Leader of the Majority indicates that he has since been advised that the amendment which proposes to amend Section 50 of the Public Finance Management Act 2012 may be deemed to contravene the provisions of Article 211 of the Constitution regarding the process of approval of borrowing by the National Government. Hon. Members, I have since acceded to the request. This now implies that the Bill will now proceed to the Second Reading and other stages without making reference to Clause 3. Thus, the Bill should be dealt with as if Clause 3 was not part of it. I thank you."
