"content": "Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for his answer because I was listening to him. I wish what he was saying was the reality on the ground in Nyanza Province. The calibre of policemen posted to this province since Independence has always been the ones to try and control politicians and not crime. What is the economic effect of roadblocks in Nyanza Province? Two weeks ago, I drove along the Kisii-Kisumu Road, from Pap-Onditi to Kisumu and found there are two policemen at each stop and there are nine stops. I am a down to earth person. If you talk to the proprietors, they will tell you that nowadays, they do not need to talk. All you have to do is drop the Kshs100 and keep going. I want to thank the Assistant Minister for saying that it is a thing of the past. All we want is for him to clarify in unequivocal terms, that that is a thing of the past so that we can tell our people."
