    "content": "The national Government administration officers, particularly chiefs and assistant chiefs, including village elders, block leaders and Nyumba Kumi volunteers have been working with the Government in the management of the spread of the COVID-19 in the country and are frontline workers at the village level. They have put a lot of effort in Gichugu Constituency, especially in the locations of Kabare, Kirima, Thumaita, Karumandi, Baragwi, Njukui-ini North, Njukui-ini South, Ngariama, Rwathai and Gachigi. It is against this background that I seek a Statement from the Chairperson of the Departmental Committee on Administration and National Security on the following: (i) What measures the Ministry has put in place to ensure that the said categories of assistants to the national Government administration officers, namely, village elders, block leaders and Nyumba Kumi volunteers or leaders are provided with the requisite protective gear, including face masks and gloves as well as soaps and sanitisers for their use in the course of discharging their duties during the period of COVID-19 pandemic. (ii) What measures the Ministry has put in place to ensure that the said categories of assistants to the national Government administration officers have medical insurance, for example, ensuring that they are covered by the National Hospital Insurance Fund (NHIF) during the period of COVID-19 pandemic and thereafter. (iii) What measures the Ministry has put in place to ensure that the said category of assistants to the national Government administration officers are facilitated with monthly allowances to enable them meet their daily expenses like food, transport, airtime and other incidental costs during the period of COVID-19 and thereafter while discharching their duties and responsibilities.
