    "content": "Mr. Deputy Speaker, Sir, having said that, I will go through some of the provisions of the Bill. The Bill is proposing a declaration of the pandemic as a beginning. The Bill proposes that the President, in consultation with the National Security Council, may issue a Gazette notice to declare a pandemic, and the same would happen at the end of the pandemic. With the same consultation, then you would mark the end of the pandemic. This basically brings into effect this Bill."
