    "content": "Mr. Deputy Speaker, Sir, it is disconcerting that many days down the line, we are still debating a Bill to provide a framework on COVID- 19. As we do so, regulations are flying left, right and centre from every place. In fact, I was even more disconcerted that the regulations that were supposed to support COVID- 19 were not part and parcel of the mandate of Sen. Sakaja’s Committee. As a result, we have not managed, as a House and as Parliament, to have an input on the regulations about COVID-19 that are now into effect."
