    "content": "Madam Temporary Speaker, this distinguished House manifests the diversity of the nation, represents the will of the people and exercises their sovereignty as stipulated in Article 94 (1) of the Constitution. It provides that: “The legislative authority of the Republic is derived from the people and at the national level, is vested and exercised by Parliament (National Assembly and the Senate).” Madam Temporary Speaker, in the past, there have been proponents of the view that advisory opinions from the Supreme Court are not binding. Therefore, there have been parties that have sought to disregard the Advisory Opinion from Supreme Court. The Supreme Court has now categorically and unequivocally held that the judgment in the advisory opinion is binding on all persons and has the same binding effect as a Judgment in rem of the Supreme Court."
