    "content": "I know this issue has elicited a lot of interest from our Members. When we were moving to court, I remember meeting with governors and they told me they were worried when they were filing their matter in the Supreme Court. Some people were saying that just an advisory opinion is not binding. That we do not need to take on board the decision that was made in 2013 by the Supreme Court on division of revenue. I am happy that the Supreme Court has come up crystal clear that its advisory opinion is as good as the judgment and, therefore, binds everybody."
