    "content": "Finally, as a House, this is an opportunity in line with Article 96 to play our major role by ensuring that we push for allocation of more funds to counties. Even as we move ahead pushing to ensure more resources go to counties, we must also develop mechanisms to ensure that those funds allocated to the counties are used transparently. I want to say: “Go ye Senators and ensure that as we allocate more funds to the counties, we demand for more services, accountability and transparency for those allocations.”"
