    "content": "I oppose this Motion. The celebrated Senegalese author, Ousmane Sembène, while writing in his book Xala, speaks of the importance of African leadership. He gives it as an example that it is based on inability to focus on what is essential, but our legendary desire to always be preoccupied with trivialities that Africa is what it is today. Mr. Speaker, Sir, if a visitor were to visit Nairobi City County and be informed that the Senate of the Republic of Kenya is meeting this afternoon; and they were asked why they think the Senate is meeting, they would think that we are meeting as a reaction to the pleadings by the Chairperson of the Council of Governors (CoG), Gov. Wycliffe Oparanya, three days ago, reminding the country that up to this point, county governments are yet to be furnished with funds to fight the COVID-19 challenge that this country is facing."
