    "content": "On the 12th of May, 2020, the East African Community Presidents met and directed that local points for formulation of testing and certification of truck drivers be produced and availed within two weeks. So, we are waiting to see what will be done because that was last week. We have 494,585 refugees; 200,000 are based in Dadaab and 196,000 at Kakuma and 81,000 in urban areas. The Ministry has engaged the United Nations High Commissioner for Refugees (UNHCR) to find out measures that have been taken to secure these camps and the preventative measures that have been put in place. There have been a lot of concerns on the Kenya-Tanzania border because of the risk of infections; importations, because of how our neighbours have been dealing with COVID-19 and to make sure that there is no cross infection. That matter is being handled and I will be able to give further update in next week’s Report. The Ministry is investigating the matter that Sen. Faki asked about an aircraft carrying humanitarian supplies that was shot down in Somalia, killing two Kenyan citizens. The Ministry issued a Statement on the matter and there are investigations going on between the two countries. However, I think that the strength of the Senator’s Statement will help us to get to the bottom of that matter. On the safety of staff, because we also have to think of the staff of our missions abroad, the Ministry confirmed that all of them are safe and that activities at the various missions have been down-scaled. There is no staff of our Kenyan missions abroad that has been infected. Madam Temporary Speaker, I will urge Members to really go through this Report. There are six Reports, so far. Please take time and look at them because they are not final. We have given those recommendations, but they are progress Reports. We will continue bringing Reports every week or two weeks. You can enrich them. Our interventions--- and you can help us because if you look at Sen. Mugo’s proposals, she gave us lot of insights on the Bill. Sen. Ochillo-Ayacko and Sen. Farhiya have also had great insights on the Bill. We have incorporated them in the amendments. If you go through, you will see all of these specific proposals, all the interactions that we have had and I must note that they are, indeed, very enriching. Madam Temporary Speaker, as I move to close, I feel we have denatured or we have become insensitive to the urgency of this matter and we have the Bill that we have been unable to put the Question to. I urge my colleagues, please, at a time of a pandemic, this country needs you; generals do not disappear from the frontline of battle, please come and do Second Reading and the Committee of the Whole, so that we can cushion Kenyans. Kenyans are suffering. They need to be cushioned, protected and supported. Madam Temporary Speaker, with those remarks, I beg to move and I ask Sen. Faki who is a Member of my Committee to second.
