I think it is one of the times the House will look at you to make a decision because our system is a presidential one and both in the Constitution and the Standing Orders, it recognises the majority and the minority. It recognises what is a parliamentary party and what is not a parliamentary party. The threshold of being a parliamentary party is stipulated in law. Hon. Speaker, Hon. Ochieng’s party is not a minority party. Neither is it a majority, nor a parliamentary party. In the previous Parliaments, independent Members of Parliament and Members of small parties would coalesce around either the majority or the minority parties.
