    "content": "The Bill proposes to place an obligation on a procuring entity to ensure that priority is given to suppliers of outstanding debts for supply of goods and services in procuring entities. In this respect, the Bill provides that determining which debts shall be given priority by a procuring entity shall be regarded to the date upon which payment fell due and shall pay debt in a chronological order."
