"content": "Madam Temporary Speaker, the reason why it is important for bills to be paid in chronological order. I know my own county, Wajir County, bills come and a request is made to the Controller of Budget for payment to certain suppliers. However, once the money hits the account of the county government, the county government diverts it to other use other than the intended purpose when the requested payment was made to the National Government. This is why chronological order has to be in place. The first bills that come are the first to be paid."
