"content": "As presently framed, the provision does not contemplate consultations with the independent Members or political parties that do not meet the threshold which is set out in the Standing Order No.2 for recognition as parliamentary parties. Political parties may have to designate a spokesperson to advance their interests even when they do not qualify to be a parliamentary party. The case is worse for the independents because, as a matter of fact, each independent Member is independent of the other and no matter how many they could be in the House, they cannot be construed as a political formation. While parliamentary parties ordinarily consult with the Committee on Selection through their party Leaders and Whips, there is no mechanism in the Standing Orders for consultations with smaller political parties and independent Members when it comes to sharing of the slots in select committees."
